Being promted to buy a plan when you've purchased the unlocked version

I recently purchased a phone for my child and I purchased the “use our own network option. We added our child’s device to our T-Mobile network, but her phone is still insisting that we have to purchase a plan for her phone before she’s allowed to make calls. I need to understand why we are being forced to buy a plan when we paid for the “choose your own plan” option.
