Being promted to buy a plan when you've purchased the unlocked version

I recently purchased a phone for my child and I purchased the “use our own network option. We added our child’s device to our T-Mobile network, but her phone is still insisting that we have to purchase a plan for her phone before she’s allowed to make calls. I need to understand why we are being forced to buy a plan when we paid for the “choose your own plan” option.

I have recently got a Teracube phone for my son.So far so good. So I am going to to purchase a free carrier plan to join in my current T- mobile family plan for my child. Could I have a new phone number Or just keep the old one? I guess the old SIM card needs to be replaced, right?
